SECIO is being deprecated and support is being removed

We’ll be removing support for SECIO in upcoming versions of libp2p and IPFS. With Noise support added all the major versions of libp2p, we’re deprecating SECIO. Please make sure to upgrade soon to versions that support Noise to avoid performance degradation on the public network.
