Bootstrap dht, protocol is not supported, no /ipfs/kad/1.0.0

When dht execute dht.rtRefreshManager.Refresh, error is “protocol is not supported”, I debug and found this protocol is “/ipfs/kad/1.0.0”, not in protoBook, why? default “/ipfs/kad/1.0.0” is started?
